Thomas Owens, PE

Thomas Owens, PE, is a Senior Project Manager at Miller Gray with more than 32 years of experience planning, designing, and managing water & wastewater conveyance and facility projects, drainage, flood-mitigation, transportation, and other municipal infrastructure projects throughout Texas. A University of Houston graduate and member of the American Water Works Association, Tom brings executive leadership, senior technical expertise, and a practical understanding of how complex public projects move from early planning through construction.

His experience includes hydraulic modeling and system planning, large-diameter gravity interceptors, deep and tunneled pipelines, lift-station relief and decommissioning, flow diversions, drainage improvements, permitting, constructability, bidding, and construction administration.

Tom has spent much of his career serving the City of Austin and communities including Round Rock, Pflugerville, San Marcos, and Kyle. He values the opportunity to strengthen the infrastructure that supports Central Texas communities, build lasting client relationships, and help growing cities respond thoughtfully to changing needs.

In his downtime, Tom enjoys playing golf and reading.
